Privacy, Data Protection and Surveillance

Luiza Brandao joins the XIII Interdisciplinary Workshop from the Humboldt Institute on Internet & Society to highlight the fundamental concepts of the internet international routing and data traffic and how they should be consider within transnational policy and regulatory approaches to data protection.

Cross-border data flow is part of the internet global functioning, and has receiving attention from different policy fields such as data protection, surveillance, or censorship. The proposals to address such topics need to consider the networking's technical and architect aspects, to be feasibly implemented, and not to undermine the potentials of the global internet. How does the internet actuality works and how do data flow worldwide are questions that involve intricate logics of traffic operating and  international routing, which very often are restricted to the engineering field. However, with the growing importance of cross-border data operations, and initiatives to regulate them to guarantee human rights, such as privacy and freedom of expression, across multiple countries, it is also important to carry out multidisciplinary debates between technical, political, economical, and social perspectives. Further, the dialogue between technical and policy fields might enable measures against surveillance, or censorship, and consider the risks of internet's fragmentation for a digital future.
